SUMMARY:

summary

The City began operating a medic unit to assist Falck ambulance with emergency medical response in February 2022. The plan was for the City medic service to end in fiscal year 2022, but circumstances warranted continuation of the service. A supplemental budget is needed since the revenue and expenses associated with the City medic were not included in the fiscal year 2023 adopted budget.

To assist Falck Ambulance with meeting necessary service requirements, the City medic unit has been in operation since February 2022 to provide additional ambulance transport services. The adopted FY 2023 budget does not include the revenue and expenses for this service.

Ambulance transport revenue is offset somewhat by anticipated write off expenses. Firefighters in the General Fund have been operating the medic unit. A transfer from the Emergency Medical Services Fund will reimburse the General Fund for firefighter overtime expense to operate the medic unit.

BACKGROUND:

ORS 294.471(1)(a) authorizes a supplemental budget when an occurrence or condition that is not ascertained when preparing the original budget or a previous supplemental budget for the current year or current budget period and that requires a change in financial planning.
