Citizen Budget Committee (three-year terms)

Appoint Dianne Domarco to a term #1 at-large position expiring on June 30, 2022.

Citizens Advisory Traffic Commission (three-year terms)

Reappoint Reuben Worster to a term #2 expiring on December 31, 2022.

Appoint Jonathan Castro Monroy to a full term expiring on December 31, 2022.

Community Police Review Board (two-year terms)

Reappoint Jodi Sherwood to a term #2 expiring on January 1, 2022.

Reappoint Steven Rice to a term #2 expiring on January 1, 2022.

Reappoint Bevin Clapper to a term #1 expiring on January 1, 2022.

Appoint Jon-Michael McDaniel to a term #1 expiring on January 1, 2022.

Downtown Advisory Board (three-year terms)

Reappoint Joshua Kay to a term #1 expiring on December 31, 2022.

Salem Public Art Commission (three-year terms)

Reappoint Paula Booth to a term #2 expiring on December 31, 2022.

Reappoint Michael Hernandez to a term #1 expiring on December 31, 2022.

The Board and Commission Appointments Committee met on December 11 to review applications for appointment and consider requests for reappointment to the budget committee, commissions and boards.

 

BACKGROUND:

 

Citizen Budget Committee
The State of Oregon requires that all local governments establish a budget committee made up of citizen members and elected officials. The purpose of the budget committee is to promote transparency, efficiency and economy in the expenditure of public funds. Pursuant to Oregon Revised Statutes (ORS) 294.341, the budget committee shall consist of “the members of the governing body and a number, equal to the number of members of the governing body, of qualified electors of the municipal corporation appointed by the governing body.”

 

Citizens Advisory Traffic Commission

The Citizens Advisory Traffic Commission makes recommendations to the City Council in the area of traffic movement and safety. Salem Revised Code Chapter 5 states the City Council make appointments to the Citizens Advisory Traffic Commission.


Community Police Review Board

The Community Police Review Board is to review unresolved complaints against members of the Salem Police Department. Salem Revised Code 20I states that the City Council make appointments to the Community Police Review Board, which is comprised of seven members and two alternate members.

 

Downtown Advisory Board

This joint advisory board advises the Urban Renewal Agency Board on matters related to urban renewal and tax increment allocations and advises the City Council on matters related to the Downtown Parking District and the Parking Fund.

 

Salem Parks and Recreation Advisory Board

The Salem Parks and Recreation Advisory Board recommends to and advises City Council on the acquisition, development, and maintenance of park land and recreational facilities.


Salem Planning Commission

The Salem Planning Commission acts as an advisory commission to the City Council with a broad scope of concern in promoting the growth and orderly development of the City of Salem.

 

Salem Public Art Commission

The Salem Public Art Commission is charged with overseeing the City’s public art collection and recommending the Public Art Fund annual budget to City Council. The Commission’s primary duties include acquisition, maintenance, cataloguing and deaccessioning art within the City’s collection.
