SUMMARY:
The City Council’s Board and Commission Appointments Committee convened on June 5, 2020, to review applications as well as consider requests for reappointment to the following Boards and Commissions. The Committee also reviewed applications for a vacancy on the Salem Planning Commission, which resulted in a recommendation to interview two candidates. The Committee recommends to Council the following appointments, reappointments, and interviews.

Citizen Budget Committee
Reappoint Paul Tigan as the Ward 1 representative to a term #2 expiring on June 30, 2023.
Reappoint Roz Shirack as the Ward 2 representative to a term #1 expiring on June 30, 2023.
Reappoint Derik Milton as the Ward 8 representative to a term #2 expiring on June 30, 2023.
Downtown Advisory Board
Appoint Charles Weathers to a full term, representing a business owner or property owner within the Downtown Parking District, expiring on December 31, 2022.
Salem Cultural and Tourism Promotion Advisory Board
Reappoint Laura Tesler to a term #2 expiring on June 30, 2023.
Reappoint Rita Siong to a term #2 expiring on June 30, 2023.
Appoint Felipe Gonzales to a term #1 expiring on June 30, 2023.
Salem Hospital Facility Authority Board
Reappoint Michael Compton to a term #2 expiring on March 15, 2024.
Reappoint Steve Hunter to a term #2 expiring on March 15, 2024.
Salem Parks and Recreation Advisory Board
Appoint Keith Norris to a term #1 expiring on December 31, 2022.
Salem Planning Commission
Interview applicants Dan Augustyn and Jordan Truitt for a partial term vacancy expiring on December 31, 2020; interviews will take place on a yet-to-be determined date.
Salem Public Art Commission
Appoint Spencer Emerick to a term #1 representing a person experienced in landscape architecture, real estate development or community foundation expiring on December 31, 2022.
Salem Public Library Advisory Board
Reappoint Lois Stark to a term #2 expiring on June 30, 2024.
Reappoint Francine Boullosa to a term #1 expiring on June 30, 2024.
BACKGROUND:
Citizen Budget Committee
The State of Oregon requires that all local governments establish a budget committee made up of citizen members and elected officials. The purpose of the budget committee is to promote transparency, efficiency and economy in the expenditure of public funds. Pursuant to Oregon Revised Statutes (ORS) 294.341, the budget committee shall consist of “the members of the governing body and a number, equal to the number of members of the governing body, of qualified electors of the municipal corporation appointed by the governing body.”
Downtown Advisory Board
This joint advisory board advises the Urban Renewal Agency Board on matters related to urban renewal and tax increment fund allocations, and will advise the City Council on matters related to the Downtown Parking District and the Parking Fund.
Salem Cultural and Tourism Promotion Advisory Board
The Salem Cultural and Tourism Promotion Advisory Board advises the City Council on matters pertaining to the use of the transient occupancy tax, cultural activities and convention/tourism business in Salem. Pursuant to Salem Revised Code Chapter 16 members of the Salem Cultural and Tourism Promotion Advisory Board are appointed by the Council upon the Mayor’s recommendation.
Salem Hospital Facility Authority Board
Oregon statutes provide that a hospital facility authority may be created by the governing body of a county, city of local health district. The purpose of the authority is to assist in the financing of hospital facilities by issuing bonds which will be repaid from the revenues of the Borrower. The Borrower may be publicly owned, or it may be a private, nonprofit hospital or continuing care facility.
Salem Parks and Recreation Advisory Board
The Salem Parks and Recreation Advisory Board recommends to and advises City Council on the acquisition, development, and maintenance of park land and recreational facilities.
Salem Planning Commission
The Salem Planning Commission acts as an advisory commission to the City Council with a broad scope of concern in promoting the growth and orderly development of the City of Salem.
Salem Public Art Commission
The Salem Public Art Commission is charged with overseeing the City’s public art collection and recommending the Public Art Fund annual budget to City Council. The Commission’s primary duties include acquisition, maintenance, cataloguing and deaccessioning art within the City’s collection.
Salem Public Library Advisory Board
Salem Revised Code Chapter 18 authorizes the City Council to make appointments to the Salem Public Library Advisory Board.
