Motion from Councilor Jackie Leung regarding the creation of a community commission or equivalent to host community conversations (in person and electronically, practicing proper public health and safety state guidelines for social distancing) to discuss the use of Salem police as school resource officers in the Salem Keizer School District.

MOTION:
I move to form a community commission or equivalent created by the city to host community conversations to discuss the presence of Salem police officers in the Salem Keizer school district.
DISCUSSION:
There are currently 9 Salem Police Officers (1 Sergeant, 1 Corporal) who serve as School Resource Officers (SROs) in the Salem schools in the Salem Keizer School Districts. The SROs work with the Salem schools, for 9.5 months. The city is reimbursed by the school district at 50%, or for a total of $622,000 for this fiscal year alone.
On Wednesday, June 17, I held a roundtable discussion with a series of community leaders, community organization representatives, and Salem parents to discuss SROs. We spoke for nearly two hours. This motion is the result of the conversations.
