MOTION:

 

I move that City Council direct staff to prepare a report to City Council that summarizes the background including but not limited to historical issues and outlines options regarding a pedestrian connection between the neighborhoods west of Commercial Street S that are divided by the City-owned Pioneer Cemetery and the adjoining privately-owned City View Cemetery. 

 

 

DISCUSSION:

 

There is no public access to the City-owned Pioneer Cemetery from the north. From the south, an access gate is open on Hoyt Avenue S opposite Skopil Avenue S during daylight hours. The SCAN Neighborhood Association and residents north and south of Pioneer Cemetery have recently requested Council consider access to the Pioneer Cemetery from the north to allow residents on both sides of the cemetery to connect between neighborhoods.

 

The City’s adopted master plans identify a potential trail connection between Rural and Hoyt Avenues S, subject to further study. With approval of this motion, staff would return with an information report summarizing the background, outlining options regarding a connection, and identifying the steps needed by the City should Council approve moving forward again the proposition to create a north entrance to Pioneer Cemetery.
