SUMMARY:
The General Fund budget is adopted at the department level. To reallocate position and budget authority from Finance to Information Technology, a transfer of appropriation is necessary.
The reallocation follows a review of the current organizational structure of Finance that identified efficiencies. The City’s Chief Financial Officer recommends that a vacant position in Finance can be used to fund a network security need in Information Technology.
FACTS AND FINDINGS:
An appropriation for an additional position in Information Technology was not included in the FY 2020 adopted budget. For next FY 2021 there is an additional $43,000 in cost to the General Fund to fund this position in the Information Technology department over what was budgeted for the Finance position. There is no negative impact to the General Fund in FY 2020.
BACKGROUND:
State law allows the City Council to approve transfers of appropriation within the limits established by the adopted budget to address unforeseen changes.
A Citywide effort using the Priority Based Budgeting framework is ongoing to find similar opportunities to repurpose and reallocate existing resources where needed. The City has a longstanding practice of aligning budget and position authority with the department or program area a position supports.
