Shall City Council authorize the City Manager to have the City provide vehicle maintenance services to the Keizer Rural Fire Protection District (District) through June 30, 2020?

Authorize the City Manager to execute the attached IGA between the City and the District for fleet shop services through June 30, 2020.

SUMMARY:

 

 The Keizer Rural Fire District has experienced difficulty obtaining satisfactory maintenance and repair services for their fire apparatus in the local area. The Keizer Rural Fire District has asked the City of Salem to provide maintenance and repair to their vehicles.  The City provides similar services to Marion County Fire District.  The IGA will allow the City to provide the requested vehicle maintenance and repair services for the District through June 30, 2020.

 

 

 

FACTS AND FINDINGS:

 

The Keizer Rural Fire District is requesting assistance from the City. There is not a Salem based vendor who is certified to perform repairs on fire apparatus.  The closest vendor is located in Eugene making it impractical for local fire agencies to take a vehicle out of service for a minor repair or inspection.

 

City Fleet Services technicians are trained and certified to address problems on fire apparatus. The City’s Fleet Services currently has a similar agreement with the Marion County Fire District. Fleet Services has sufficient capacity to meet the current service needs and accommodate the work anticipated in the IGA. Fleet Services’ hourly shop rate is comparable with area vendors who perform similar vehicle maintenance and repairs.

 

The annual revenue generated by this agreement is estimated to be less than $25,000. The IGA provides conditions and a billable rate for performing fleet services for the District until June 30, 2020.
