ISSUE:

 

Shall the City Council authorize the City Manager to execute the attached intergovernmental agreement (IGA) between the City of Salem (City) and Marion County Fire District 1 (District) for vehicle maintenance and repair conducted by the City’s Fleet Services Division through June 30, 2020?

Authorize the City Manager to execute the attached IGA between the City and the District for vehicle maintenance and repair conducted by the City’s Fleet Services Division through June 30, 2020.

SUMMARY AND BACKGROUND:

 

In June 2012, the City and the District entered into an IGA for the City to provide vehicle maintenance and repairs for the District. The IGA expired June 30, 2014, however, the City and the District have continued to operate under the terms of the expired agreement. The proposed updated IGA will allow the City to continue providing vehicle maintenance and repair for the District through June 30, 2020.

 

 

FACTS AND FINDINGS:

 

1.                     In early 2012, the District discontinued providing in-house vehicle maintenance and repair for its fleet.

2.                     On May 29, 2012, City Council authorized the City Manager to execute an IGA with the District for providing vehicle and maintenance repairs for the District’s fleet through June 30, 2014.

3.                     Upon expiration, the District signed a renewal agreement but former City Fleet Services staff failed to execute it.

4.                     The District finds it advantageous to have its vehicles serviced by the City’s Fleet Services Division.

5.                     Fleet Services technicians are trained and experienced in addressing problems on a broad range of vehicles and equipment, including fire apparatus.

6.                     Fleet Services continues to maintain the capacity to accommodate the amount of work tendered to it by the District and are able to effectively perform the work in a timely manner.

7.                     The District has paid the City for these services at a rate commensurate with those paid by City internal users.

8.                     The proposed IGA provides updated conditions and the current billable rate for performing fleet services for the District until June 30, 2020.
