SUMMARY AND BACKGROUND:

 

The Oregon Public Health Institute and the League of Oregon Cities, with the financial support of Kaiser Permanente, have teamed up to bring the Healthy Eating Active Living (HEAL) Cities Campaign to Oregon.  The HEAL Campaign is designed to help civic leaders create healthy communities through policies that positively influence individual and family decisions related to nutrition and physical activity. 

 

One aspect of the HEAL Campaign is the HEAL Cities Small Grants program, which is designed to support cities implementing HEAL policies.  A total of $35,000 is available through HEAL Cities Small Grants and the campaign intends to award up to six grants statewide in amounts between $5,000 and $15,000.  To be eligible for a HEAL Cities Small Grant, the City must join the HEAL Cities campaign by August 31, 2016. Resolution No. 2016-40, which initiates the City’s partnership in the HEAL Cities Campaign, fulfills this requirement. Additional information regarding HEAL Cities policies is provided in Attachment 2.

 

The deadline to apply for HEAL Cities Small Grants is September 30, 2016.  Staff is currently evaluating potential projects that are eligible for HEAL Cities Small Grants, and if Council adopts this resolution, will present a recommendation to apply for grant funding in a staff report to the City Council in September. 

 

The City of Salem has already adopted numerous policies consistent with the HEAL Cities Policy Menu through the Salem Area Comprehensive Plan, including: the Salem Comprehensive Policies Plan, Salem Transportation System Plan, and Salem Comprehensive Parks System Master Plan.  An overview of how current City policies align with the HEAL Cities policies is provided in Attachment 3.

 

 

FACTS AND FINDINGS:

 

1. The HEAL Campaign provides cities with information about policy options in four areas:

 

                     Land Use and Transportation;

                     Access to Healthy Food Options;

                     Shared Use; and

                     Workplace Wellness and Nutrition Standards. 

 

2. The HEAL Campaign has developed a Policy Menu designed to determine which policies can expand options for healthy eating and active living as well as improve workplace wellness for employees.  Many of the policies outlined in the Policy Menu are consistent with policies already adopted by the City of Salem. 

 

3.  The City is not required to make any changes to existing policies, including the Salem Area Comprehensive Plan or its elements, by joining the campaign.

 

4. The HEAL Campaign has a grant program to support cities implementing HEAL policies. To be eligible to apply for a grant, the City must have joined the HEAL Cities campaign by August 31, 2016. The deadline for applying for a grant is September 30, 2016.
