Execution of an intergovernmental agreement will allow the City to cooperate with the Oregon Department of Transportation (ODOT) for Americans with Disabilities Act (ADA) improvements to marked crosswalks along the state highway system within the City limits.

FACTS AND FINDINGS:

 

In order for ODOT to ensure that curb ramps along the state highway system are in compliance with the current standards of Section 504 of the Rehabilitation Act of 1973 and the Americans with Disabilities Act of 1990 as amended, ODOT intends to enter into agreements with local public agencies to correct curb ramps throughout the state on construction projects identified in the Statewide Transportation Improvement Program (STIP).

 

ODOT is funding the project through a combination of federal and state funds and will be improving all curb ramps including those within the City’s jurisdiction. This includes locations throughout Salem along Oregon Highways 22, 221, 99E and at Interstate 5 interchanges.

 

Each party shall be responsible for their own costs. ODOT will design and construct the ADA-compliant curb ramps and will also make adjustments to traffic signals in the curb ramp areas.  City staff will provide support for plan review, permitting, and public information.   City staff costs associated with work under this agreement along with ensuring that any improvements within the City’s jurisdiction are maintained in compliance with ADA standards are the responsibility of the City and the City will waive any required permit fees.

 ODOT is making improvements across the state to ensure that curb ramps along the state highway system are compliant with the Americans with Disabilities Act.
