FACTS AND FINDINGS:
The 2022 Safety and Livability Bond includes a project to construct Marine Drive NW in West Salem from Harritt Drive NW to 5th Avenue NW. Construction of the majority of the project is currently scheduled to begin in 2027.
The City will be starting construction on approximately 600’ of Marine Drive NW immediately south of Harritt Drive NW this summer. This segment is being completed ahead of the larger Marine Drive NW project in collaboration with the development of the future adjacent Applegate Terrace Apartments, which are currently under review for Land Use Approval (UGA-SPR-ADJ-DR24-01). A portion of the early work is located outside the City Limits and within the jurisdiction of Polk County.
The City of Salem and Polk County have agreed to the terms outlined in the attached IGA for the street and utility improvements within Polk County. These public improvements will be built to City of Salem standards and maintained by the City. The IGA addresses the area of infrastructure inside the Urban Growth Boundary that may eventually be annexed into the City, at which time the infrastructure will be maintained no differently than other City infrastructure.
No funds will be exchanged between the City and the Polk County as a result of this agreement.
BACKGROUND:
The Applegate Terrace Apartments property has a deferral agreement recorded against it for future construction of frontage improvements for Marine Drive NW. In the coming months, that agreement will be called up for City Council approval to require participation for the development’s share of the infrastructure improvements.
