Due to increasing traffic volumes in the area, there is a need to improve the intersection of Liberty Road S and Davis Road S. To begin construction of these improvements in 2025, design work must start in February 2024.  This mid-year project request provides funds for design and construction of the intersection improvements including a new traffic signal.

FACTS AND FINDINGS:

 

                     The 2022 Safety and Livability bond includes a project for Davis Road S Improvements from Skyline Road S to Liberty Road S with construction planned to begin in 2031. The project funding included the estimated cost of improvements to the intersection of Davis Road S and Liberty Road S.

 

                     The intersection improvements are also a condition of private development in the area. The Harrison Heights Subdivision, which is currently in the platting process, has a condition to construct the improvements. The development is responsible for six percent of the cost of the improvements with the remainder of the improvement eligible for reimbursement funding from Transportation System Development Charges, if available. Fee in lieu of improvement charges have also been collected from previous developments, which can be applied to the intersection improvements.

 

                     The requested mid-year project will install a new traffic signal and other intersection improvements at the Liberty Road S and Davis Road S intersection, as shown on Attachment No. 1 - Project Location Map.

 

                     Increasing traffic in the neighborhood has highlighted the need for the traffic signal. Creation of the mid-year project and advancing bond funds to begin the project during this fiscal year will allow construction to be completed more quickly than when the project is required to be constructed by the developer or with the larger Davis Road S bond project. The strategy to accelerate this traffic signal component of the Davis Road S bond project was presented to the 2022 Safety and Livability Bond Oversight Committee on November 30, 2023. As a City project, construction is planned to begin in 2025.

 

                     The estimated project cost is $1,650,000 and will be initially funded from the Transportation 2022 Safety and Livability Bond Construction Fund with $250,000 for design. The remaining funds will be programmed in the FY 2025 Capital Budget from Transportation System Development Charges, Bond funds and Trust in Agency fee-in-lieu receipts.
