Since the adoption of the City of Salem FY 2024 Fee Schedule in June 2023 and first modification in July 2023, updates to certain fees managed by the Planning Division and the Salem Municipal Airport are needed. Adoption of this resolution would decrease one established fee at the Airport and add a new fee and fee category in Planning. All other fees in the FY 2024 Fee Schedule would remain unchanged.

FACTS AND FINDINGS:
After publication of the FY 2024 Fee Schedule, one fee rate was identified for adjustment and a new fee needed to be added to the schedule. At the Salem Municipal Airport, there is parking available for customers. The current daily rate is $15 per day and this action would decrease the rate to $10 per day to encourage more customers to use available parking spaces.
The Planning Division of the Community and Urban Development Department proposes adding a fee to comply with State of Oregon rules around Climate Friendly and Equitable Communities as described in SRC 806.035(n). These rules are further discussed as part of the code amendments and second reading this evening. The new fee will set a charge of $1,500 per parking space for the proportion of climate mitigation not resolved with solar power generation and / or tree canopy. The fee revenue would be used to fund solar or wind power infrastructure in affordable housing projects and would be distributed through the Salem Housing Authority.
BACKGROUND:
Adoption of the City of Salem FY 2024 Fee Schedule occurred on June 12, 2023, with a first modification on July 24, 2023. As necessary in a fiscal year, needed changes to specific fees are identified by departments and then brought to City Council for adoption.
