FACTS AND FINDINGS:

 

Portland General Electric Company (PGE) is implementing a collaborative pilot project with municipalities located in PGE’s service area in which PGE installs Electric Vehicle (EV) charging stations on PGE-owned poles located in the public right-of-way. PGE has invited the City of Salem to be among the first cities to participate in this program and has requested the City sign the attached agreement. The agreement (Attachment 1) provides the terms and establishes roles and responsibilities for the pilot program.

 

Among the features of PGE’s EV Pole Charging program:

 

1.                     PGE will install, at PGE’s cost, Level 2 EV chargers on PGE-owned poles.

 

2.                     A Level 2 EV Charger can typically charge a Battery Electric Vehicle from empty to 80% in four to ten hours. A Level 2 Charger can typically charge a Plug-in Hybrid Electric Vehicle from empty to 80% in one to two hours.

 

3.                     PGE will work in close collaboration with the City to identify candidate poles for installation of the EV chargers. The two primary criteria for PGE are that there must be sufficient power available at the proposed location and the location must be near an underserved community as defined in House Bill 2165. For the City, our primary criterion is that the site must be on a City-owned street. Among other considerations:

 

a.                     The degree to which the area is considered underserved;

b.                     The presence of a curb and sidewalk, and the availability of on-street parking;

c.                     The nearness to multi-family housing;

d.                     The nearness to rental housing;

e.                     The age and height of the pole;

f.                     The availability of curb ramps or other ADA-related features;

g.                     The width of the street; and

h.                     The proximity to existing driveways and intersections.

 

4.                     PGE will be responsible for all costs related to delivery, installation, maintenance, repair, and commissioning of the EV chargers;

 

5.                     PGE will be responsible for collecting fees for individuals utilizing the charger;

 

6.                     PGE will be responsible for responding to customer service issues related to the EV Chargers;

 

7.                     PGE will collect user data to evaluate the program and will periodically provide the data to the City in aggregated form; and

 

8.                     The City will be responsible for installing signage at the charging sites and will provide initial public information to local residents regarding the installation of the EV Chargers.

 

The proposed agreement between the City and PGE does not preclude collecting franchise fees as provided in City of Salem Ordinance No. 25-15, adopted on November 23, 2015, and entitled: “An Ordinance granting a franchise to Portland General Electric Company and authorizing the placement of electric light and power facilities in the public rights-of-way; and declaring an emergency.”

 

The City and PGE are currently identifying potential sites for EV Pole Chargers. Our initial target is to initially establish 20 locations for the first phase of this pilot program. Additional sites will follow throughout the duration of the program, which extends at least into 2024.
