FACTS AND FINDINGS:

 

                     The airport’s annual Federal Aviation Administration-approved 2024 Capital Improvement Program (CIP) includes three projects totaling $1,172,222.  The federal portion of the projects is $1,055,000 (90%). The City will be required to provide a local match of $117,222 (10%). A successful COAR grant award of $87,917 would offset 75% the required local match, and the remaining $29,305 would be funded by Airport operating funds.

 

                     The State of Oregon has requested the airport conduct a resiliency study of the airfield to determine what damage may occur in the event of a Cascadia Subduction Zone event. The Salem Airport is identified as a Category 1/Tier 1 Airport in Oregon’s Cascadia Resiliency Plan, which is the highest tier, and will be vital to response and recovery in a Cascadia event. Total study cost is expected to be $150,000 with the COAR grant share providing $112,500 (75%). The City will be required to provide a twenty five percent local match of $37,500 which will be funded out of Airport operating funds.

 

                     The use of COAR grants is restricted to only the scope of the specified projects and cannot be used for any other projects or for general airport operations and maintenance.

 

                     COAR grant application deadline is October 27, 2023. 

 

 

BACKGROUND:

 

The State of Oregon’s COAR grant program assists airports with grant match requirements for Federal Aviation Administration Airport Improvement Program grants for airport projects, as well as stand-alone projects not associated with federal grant funds. Each COAR grant award provides up to $150,000 in funds, although typical awards are less than $150,000 and are either a percentage of the required local match or a percentage of the total project cost.
