The City began negotiations with 911 Professional Communications Employees’ Association (PCEA) on January 18, 2023, for a successor collective bargaining agreement (CBA). A tentative agreement on a three-year contract was reached on May 8, 2023. The employees represented by PCEA ratified the contract on June 8, 2023.

ISSUE:

 

Shall City Council approve a three-year successor collective bargaining agreement between the City and 911 Professional Communications Employees’ Association (PCEA) effective July 1, 2023, through June 30, 2026?

Approve a three-year successor collective bargaining agreement between the City and 911 Professional Communications Employees’ Association (PCEA) effective July 1, 2023, through June 30, 2026.

FACTS AND FINDINGS:

 

The principal features of the successor agreement are as follows:

 

1.                     Term of Agreement: Three years commencing on July 1, 2023, through June 30, 2026.

 

2.                     Wage Increase:

 

Year 1 of agreement: Effective July 1, 2023, each step of the salary schedule for all classifications in the bargaining unit will be increased by three percent (3.0%).

 

Year 2 of agreement: Effective July 1, 2024, each step of the salary schedule for all classifications in the bargaining unit will be increased by three percent (3.0%).

 

Year 3 of agreement: Effective July 1, 2025, each step of the salary schedule for all classifications in the bargaining unit will be increased by three percent (3.0%).

 

3.                     Incentive Pay: One percent (1.0%) for employees that have an intermediate Department of Public Safety Standards & Training (DPSST) certification, or two percent (2.0%) for advanced DPSST certification.

 

4.                     Deferred compensation: Effective July 1, 2024, the City will make a monthly contribution of one percent (1.0%) to each employee’s deferred compensation plan unless they choose to opt out.

The approximate financial impact of this recommended settlement for the duration of the agreement is as follows:

Year 1: $361,774

Year 2: $765,319

Year 3: $1,002,642

 

The approximate total financial impact is $2,129,735. It is anticipated the Fire Department’s operational division of the Willamette Valley Communications Center (WVCC) will absorb the additional first year cost in its FY 2024 budget. The employees of PCEA are paid out of the Willamette Valley Communications Fund, which is separate and distinct from the General Fund. Funding for the Willamette Valley Communications Fund is primarily driven by member agency rates for service. The City of Salem's General Fund pays into the WVCC Fund along with 28 other member agencies.
