Motion from Councilor Julie Hoy regarding limiting the terms of neighborhood association board positions.

MOTION:
I move that the City Council direct staff to prepare a code amendment for City Council’s consideration to limit the consecutive terms for the chair and vice-chair (or equivalent) neighborhood association board positions.
DISCUSSION:
According to the City’s website: “Salem is proud to be the first city in Oregon and one of the first states in the nation to have organized and actively recognized Neighborhood Associations. Neighborhood partnerships bring business and residents together to create a more livable community with activities and projects designed to meet the unique character of each neighborhood. Neighborhood Associations provide a place for participation in government decisions by bringing residents, City officials and representatives to the table. The work of Neighborhood Associations will be more rewarding, powerful and less taxing with support of a diverse and strong board.”
I believe that establishing term limits for positions of chair and vice chair (or equivalent) with regard to Neighborhood Association Boards will broaden outreach, enhance opportunities for participation and increase possibilities for growth throughout the city. Neighborhood Associations are incredibly valuable resources which will live far beyond our terms of service. I hope you will join me in voting yes for this opportunity to consider a change - for what I believe will be the better.
