FACTS AND FINDINGS:
The 2023 Work Plan includes 24 actions within these six goals. The HLC’s projects for 2023 include continuing to improve public outreach and community education about Salem’s diverse local history; to continue to work with key Neighborhood Associations to improve and clarify education about our historic design review process and enforcement policy; to work with key Neighborhood Associations to establish and celebrate ‘Historic Neighborhood Day’; to work with preservation partners to sponsor a technical preservation workshop; to work with key stakeholders to develop interpretation and educational programming about Salem’s traditionally underrepresented communities; to work with community preservation partners to support development of a Cultural Heritage Strategic Master Plan; to continue collaborating with the tribes and other community partners through our Archaeology program which includes work on the Indian Manual Labor Training School public archaeology project; and to continue to work to identify and designate Historic Resources in Salem, including local designation of the Civic Center and the Jason Lee archaeological site. The work will be grant funded and supported by city staff.
BACKGROUND:
The Historic Landmarks Commission (HLC) adopts an annual workplan every January and presents the accomplishments of the previous year along with the workplan for the upcoming year to the City Council in February. The annual workplan is typically based upon goals adopted as part of the adopted Historic Preservation Plan. In 2020, the City of Salem, a Certified Local Government (CLG), updated Salem’s 2010-2020 Historic Preservation Plan, and a new 2020-2030 Historic Preservation Plan was adopted as part of Salem’s Comprehensive Plan. The updated 2020-2030 Historic Preservation Plan has six goals with 57 actions related to improving public outreach and community education; streamlining historic code; increasing financial support; protecting the cultural landscapes and archaeological resources; encouraging sustainability; and surveying and recommending designation of local historic resources.
