MOTION:

 

I move that City Council direct staff to prepare a report for Council’s consideration concerning whether to continue to allow short-term rentals in residential neighborhoods.    

 

 

DISCUSSION:

 

                     Short-term rentals are the commercial rental of a single-family residence, where the residence is used all the time for commercial lodging and the owner does not live at the residence.

                     Short-term rentals are currently allowed with a conditional use permit in single-family zones.

                     Applications for short-term rentals have been a source of contention in residential neighborhoods in Salem.

                     Short-term rentals have the effect of reducing our community’s available housing.

                     Upon Council’s review of the proposed report, Council may direct staff to prepare amendments to the Unified Development Code to limit or prohibit short-term rentals in residentially zoned land in Salem.
