During the adoption of the FY 2023 budget, City Council approved a modification to the budget to provide free ridership for youths under 18 in partnership with Cherriots. The pilot program is known as the Youth Fare Program.

ISSUE:

 

Shall City Council authorize the City Manager to execute the attached Intergovernmental Agreement (IGA) with Salem Area Mass Transit District (Cherriots) for the Youth Fare Program to support youth rideshare?

Authorize the City Manager to execute the attached Intergovernmental Agreement (IGA) with Salem Area Mass Transit District (Cherriots) for the Youth Fare Program to support youth rideshare.

FACTS AND FINDINGS:

 

During the adoption of the FY 2023 budget, City Council made a motion to add $1500,000 in General Fund expenditure for a pilot program between the City of Salem and Salem Area Mass Transit District for youth bus passes. The agreement will allow youth under 18 to have access to local ridership through the program and will not require proof of age by identification. The agreement can be extended for an additional period of one year via written amendment to the IGA and mutual party agreement. have agreed to terms outlined in the attached IGA for providing free ridership to youths under the age of 18. (Attachment 1).

 

The total amount paid under this agreement will not exceed $150,000.00 in one payment upon receipt of invoice prepared by Cherriots. Funding for the program will come from the General Fund without corresponding offsetting revenue to the expenditure.

 

Cherriots will create data reports for review by the parties and schedule periodic check-in meetings with City staff. Data will include:

 

                     Monthly ridership data,

                     Month-to-month comparison of ridership data which will be formatted with school year (SY) 2021-22 compared to SY 2022-23,

                     Year-to-date comparison of ridership data which will be formatted with SY 2021-22 compared to SY 2022-23,

                     Cherriots shall share the data, except the year-to-date comparison which will be created at the end of the Term, with City on or before the third Thursday of each month.

 

The October and November Ridership reports are included as attachments 2 and 3.   

 

BACKGROUND:

 

In order to provide more accessible transportation options in the community in an environmentally consciousness way, the new Youth Fare Program will enable those under 18 to easily navigate around Salem for work, recreation or school.
