SUMMARY:

 

Resolution No. 2022-57 extends to December 31, 2023 the declaration of emergency related to unsheltered residents to continue to allow for sheltering and managed microsite options for the unsheltered at locations approved by the City Council.

 

 

 

FACTS AND FINDINGS:

 

Resolution No. 2022-57 extends to December 31, 2023 the declaration of emergency related to unsheltered residents to continue to allow for vehicle safe park program, emergency shelters and warming centers, and authorized outdoor managed microshelter sites with specific locations to be approved separately by City Council.

 

Microshelter villages and safepark locations are subject to standards as approved by the City Manager, including limits on occupancy, minimum distance to sensitive uses, and other requirements as appropriate. The operator must enter into an agreement with the City for the operation of the village.

 

Church in the Park has successfully operated the microshelter villages at 2640 Portland Road and Center Street, which sites were authorized by City Council.

 

Earlier this year, City Council passed an update to the Unified Development Code to provide a land use process for approval of microshelter villages and Safepark locations. Staff is preparing applications to the Planning Division to obtain land use approval, however, due to the time needed to prepare the application and the land use approval process, staff believe an extension of the Emergency Declaration is necessary to allow the shelters and vehicle camping and managed microshelter sites to continue until the land use process is complete. In addition, as temperatures drop with the coming of winter, extending the emergency declaration will allow for greater efficiency in authorizing warming centers to protect residents from inclement weather.

 

BACKGROUND:

 

Salem Revised Code, Chapter 2 provide authority for the City Council to declare a state of emergency if emergency conditions exist within the City, and to authorize the City Manager to take actions to address the conditions.
