Portland General Electric has a “Make-Ready Infrastructure” grant program that would fund $185,609 of the total cost. The program requires matching funds of $172,373 from the City and a ten-year energy commitment.

FACTS AND FINDINGS:
A study was conducted by Portland General Electric (PGE) on two City fleet parking locations, the Shops complex and Library parkade rooftop. The study is based upon the City purchasing thirty-six electric vehicles over the next five years. The study proposed infrastructure for twenty (20) level 2 chargers at the shops complex and sixteen (16) level 2 chargers at the Library parkade rooftop. Each location would begin with one dual head charger with two charging cords installed at the City’s cost; additional chargers would be installed as the City acquires new electric vehicles.
Total City expenditures for this project with one dual head charger at each location is estimated to be $181,374.
The Make-Ready program requires a ten-year agreement to utilize a combined energy commitment total of 662,890 kWh, estimated to cost $61,614.
The study projects a potential net savings of up to $895,148 compared to conventional gas-powered vehicles.
Shops Complex infrastructure total cost is $206,772, this does not include any chargers. PGE would fund $96,528 and the City would fund the remaining $110,243.
One level 2 charger would be installed at the City’s cost, estimated to be $4,500 including a $1,000 grant from PGE.
Library parkade rooftop infrastructure total cost is $151,211, this does not include any chargers. PGE would fund $$89,081 and the City would fund the remaining $62,130.

The City’s portion of the project would be funded out of the Fleet Services operating budget.
Construction completion for the infrastructure is currently projected for early 2024.
BACKGROUND:
The City’s Climate Action Plan strategy #TL 30 calls for the “transition of all City-owned fleet to electric vehicles with a priority emphasis on first replacing gas-powered vehicles.”
The City has ordered the first electric vehicle (EV) while no significant electric charging infrastructure exists. The proposed infrastructure project will allow the City to install electric charging stations as the City’s EV fleet grows.
