Citizen Budget Committee

Appoint Michael R. Montgomery to a full-term, at-large position expiring June 30, 2025.

Community Police Review Board

Appoint Ryan Shands to a full-term position expiring January 1, 2024.

Municipal Judge Compensation Commission

Appoint Brent Southan to a full-term position as a member of the general public expiring December 31, 2026.

Appoint Gilbert B. Feibleman to a full-term position as a member of the Marion County Bar Association expiring December 31, 2026.

Salem Cultural and Tourism Promotion Advisory Board

 

Reappoint Ryan Gail to a full-term position expiring June 30, 2025.

 

Reappoint Omar Alvarado to a full-term position expiring June 30, 2025.

 

Appoint Carlee Wright to a full-term position expiring June 30, 2025.


Salem Planning Commission

 

Appoint Robert Vieyra-Braendle for a partial-term position expiring December 31, 2022.

Salem Public Art Commission

 

Appoint Barbara Sellers-Young to a partial-term position representing a person experienced in museum curation, art restoration or art appraisal expiring December 31, 2022.

 

Appoint Eduardo Diaz-Salazar to a partial-term, at-large position expiring December 31, 2023.

 

Appoint Janelle Lilly to a full-term position representing a person experienced in landscape architecture, real estate development or community foundations expiring December 31, 2024.

 

BACKGROUND:

 

Citizen Budget Committee

The State of Oregon requires that all local governments establish a budget committee made up of citizen members and elected officials. The purpose of the budget committee is to promote transparency, efficiency and economy in the expenditure of public funds. Pursuant to Oregon Revised Statutes (ORS) 294.341, the budget committee shall consist of “the members of the governing body and a number, equal to the number of members of the governing body, of qualified electors of the municipal corporation appointed by the governing body.”

 

Community Police Review Board

The Community Police Review Board is to review unresolved complaints against members of the Salem Police Department. Salem Revised Code 20I states that the City Council make appointments to the Community Police Review Board, which is comprised of seven members and two alternate members.

 

Municipal Judge Compensation Commission

Established in 2008, the Municipal Judge Compensation Commission meets biennially with a primary function to provide compensation recommendations to the City of Salem’s Council.

Salem Cultural and Tourism Promotion Advisory Board

The Salem Cultural and Tourism Promotion Advisory Board advises the City Council on matters pertaining to the use of the transient occupancy tax, cultural activities and convention/tourism business in Salem. Pursuant to Salem Revised Code Chapter 16 members of the Salem Cultural and Tourism Promotion Advisory Board are appointed by the Council upon the Mayor’s recommendation.

 

Salem Planning Commission

The Salem Planning Commission is established in SRC Chapter 6 and provides that the Commission shall consist of nine members to be appointed by the City Council, not more than one of whom shall be a nonresident of the City of Salem. The Salem Planning Commission acts as an advisory commission to the City Council with a broad scope of concern in promoting the growth and orderly development of the City of Salem. In addition, the Commission reviews and issues decisions regarding a number of quasi-judicial land use applications.

 

Salem Public Art Commission

The Salem Public Art Commission is charged with overseeing the City’s public art collection and recommending the Public Art Fund annual budget to City Council. The Commission’s primary duties include acquisition, maintenance, cataloguing and deaccessioning art within the City’s collection.
