The Westside Villas are currently addressed off Salem-Dallas Highway NW, which has caused confusion for first responders. Naming this connection between streets as Westside Circle NW will facilitate improved emergency response.

ISSUE:
Shall City Council adopt Resolution No. 2022-50 (Attachments 1 and 2), which initiates a Class 2 Street Naming proceeding for an unnamed connection between streets in west Salem and refer the matter to the Planning Commission for a recommendation?

Adopt Resolution No. 2022-50, which initiates a Class 2 Street Naming proceeding for an unnamed connection between streets in west Salem and refer the matter to the Planning Commission for a recommendation.

FACTS AND FINDINGS:
1. Per Salem Revised Code (SRC) 255.010, naming a new connection between existing public or private streets is a Class 2 Street Naming proceeding, subject to the discretion of the City Council.
2. A Class 2 Street Naming request must be initiated by resolution of the City Council and referred to the Planning Commission for its recommendation.
3. After receiving the recommendation of the Planning Commission, the City Council will hold a public hearing on the proposal.
4. Staff have determined that the two criteria specified in SRC 255.010(c)(6) for determining whether the subject street connection can be named Westside Circle NW have been met:
a. The proposed name complies with the street naming standards set forth in SRC 255.015; and
b. Naming the street connection with the proposed name is in the best interest of the City.
5. Resolution No. 2022-50 includes the proposed new name, a statement that the name meets the street naming criteria set forth in SRC 255.015, and a map showing the location of the street, including the beginning and ending address numbers and the names of all cross streets as required by SRC 255.010(c)(2)(B).
BACKGROUND:
In December 2017, City Council adopted Ordinance No. 28-17, which vacated former Paradise Court NW and Frontage Road NW. This vacation was done in conjunction with an expansion of Capital Manor. The expansion added new multi-family units referred to as the Westside Villas. The circulation system for these units uses driveways, which are not officially named. The units are addressed off Salem Dallas Highway, which has created challenges for first responders.
