FACTS AND FINDINGS:
The vacation of 1st Street NW (Attachment A) will help redevelop this block by removing the burden of designing and constructing the street to City local street standards. The small section of 1st Street NW, roughly 306 linear feet, is not to City standards and only serves as access to the north or rear entrance parking area of one building consisting of a few businesses where public or customer access and parking is off Edgewater Street NW.
This is a project under sections 701 and 703 of the WSURA Plan. At the September 7, 2022, West Salem Redevelopment Advisory Board meeting, the members voted to recommend that the Agency allocate the $25,000 and start the process to vacate 1st Street NW.
If approved by the Agency, the next steps will be to contract with a City surveying consultant to help complete the street vacation process. This process involves a public hearing before the City Council, among other criteria contained in Salem Revised Code Section 255.065.
BACKGROUND:
City Council approved Ordinance Bill No. 14-15 on March 9, 2015, to vacate Lincoln Avenue NW and the majority of 1st Street NW east of Melinda Avenue NW. This area was later redeveloped by Goodwill Industries.
