General Fund
FOR: Transfer authority for the Capitol JAM event expenses in the General Fund

Some or all event costs are expected to be covered by other funding sources, such as donations. However, this transfer is necessary to ensure that secured funding exists to cover artist bookings and other event expenses if outside funding is insufficient to cover the complete cost of the event.
BACKGROUND:
Capitol JAM is being managed by City staff, and will be a free, all ages, single-day music festival featuring bands from the Pacific Northwest that bring a sense of musical improvisation to their performances. The event will utilize both the Gerry Frank | Salem Rotary Amphitheater and the Riverfront Park amphitheater, alternating between the two venues so there is no break in the music.
Capitol JAM is scheduled for Saturday, August 27 and eight bands are expected to participate, with local food and drink vendors available for both concert goers and general park patrons.
Staff has begun community fundraising to offset event costs and are requesting City funds be made available as a contingency should fundraising fall short of our goal. This year’s event will serve as the inaugural Capitol JAM and organizers are already planning on an expanded version for 2023.
Oregon State budget law allows the City Council to approve transfers of appropriations within the limits established by the adopted budget to address unforeseen changes that were not know at the time of budget development.
