The State of Oregon Legislature authorized multiple grants for the City of Salem. The approval of the grant agreements is included on the City Council agenda for November 8, 2021. This action will recognize and appropriate the funds in the fiscal year 2022 budget. A public hearing is required due to the fund appropriation increasing by more than 10 percent.

FACTS AND FINDINGS:
Supplemental budget 2 appropriates the funds for the following grants in the City of Salem fiscal year 2022 budget:
$10,500,000 - Salem sheltering
$ 800,000 - Pass through grant for Project Turnkey tenant improvements
$ 1,000,000 - Pass through grant for Homeless Rental Assistance Program (HRAP) extension and voucher program outreach to the Salem Housing Authority
The agreements to pass through the funds to the Salem Housing Authority and the Mid-Willamette Valley Community Action Agency (MWVCAA) will be considered by the City Council at a future meeting once finalized.
The $10,500,000 grant for Salem sheltering will initially be used to support current sheltering and cleanup efforts throughout the City. Additional uses are being reviewed by staff and will be brought back to the City Council for consideration.
A public hearing is required for supplemental budgets that will increase the fund appropriations by more than 10 percent.
BACKGROUND:
ORS 294.471(1)(c) authorizes the adoption of a supplemental budget when funds that are made available by another unit of federal, state or local government and the availability of which could not reasonably be foreseen when preparing the original budget or a previous supplemental budget for the current year or current budget period.
