FACTS AND FINDINGS:
The State of Oregon Legislature appropriated $13,116,000 pursuant to the Oregon Laws 2021, chapter 669, section 84 from the State’s General Fund for the purposes of providing the following grants to the City of Salem:
$ 816,000 - Salem Police body camera program
$10,500,000 - Salem sheltering
$ 800,000 - MWVCAA Project Turnkey tenant improvements
$ 1,000,000 - Salem Housing Authority Homeless Rental Assistance Program (HRAP) and voucher program outreach
The grant agreements are attachments 1-4. In addition, the supplemental budget to appropriate the funds in the City of Salem fiscal year 2022 budget is included on the City Council agenda for November 8, 2021. The agreements to pass-through the funds to the Mid-Willamette Valley Community Action Agency (MWVCAA) and the Salem Housing Authority will be before the City Council at a future meeting.
The City has asked the State to clarify language in the agreements to ensure that the City may contract with third parties to utilize the grant funds, specifically the MWVCAA’s Project Turnkey and the Salem Housing Authority’s HRAP and voucher programs. At the time of this writing the State is reviewing the request. Prior to execution of the agreements, the City will ensure there is the needed flexibility to use the grant funds for Project Turnkey and the Salem Housing Authority programs.
