FACTS AND FINDINGS:

 

The City of Salem’s real estate procedures, codified as Salem Revised Code 20K, comply with Oregon law applicable to local governments for real estate sales and acquisitions. The City’s procedures require many real estate transactions to be approved by the City Council and delegates authority to complete other real estate transactions to the City Manager. Resolution No. 2278 will adopt the City’s real estate disposition procedures for the Housing Authority and provides an exception for instances when state or federal law requires a different procedure applicable to housing authorities. These may include acquisition of property for development when federal funds or tax credit financing is being utilized, and the program requirements require specific Commission approval.

 

BACKGROUND:

 

The City Council passed Ordinance No. 6-21 in July 2021 updating the City’s real estate policy and procedures. Resolution No. 2278 will apply the City’s policy to the Housing Authority.
