Authorize the City Manager to apply for and accept a Critical Oregon Airport Relief (COAR) grant to support a master plan update at the Salem Municipal Airport.

FACTS AND FINDINGS:
• The master plan update is in the approved FAA Five-Year Capital Improvement Project and will be funded in 2022.
• Total project cost is expected to be $556,000, with the federal share of $500,000 (90%). The City will be required to provide a ten percent local grant match of $56,000. A successful COAR grant award would offset the required local match by whatever portion is ultimately awarded, and the remaining matching funds would be funded by the Airport.
• The use of COAR grants is restricted to only the scope of the specified project for which the FAA has reviewed and formally approved. Funds cannot be used for any other projects or for general airport operations and maintenance.
• COAR grant application deadline is September 24, 2021.
BACKGROUND:
Airport Master Plans help guide future development at an airport, and FAA expects that airports will update their master plans approximately every ten years. Salem Airport’s last Master Plan Update was completed in 2012.
The State of Oregon’s COAR grant program, in part, assists airports with grant match requirements for Federal Aviation Administration (FAA) Airport Improvement Program (AIP) grants for airport projects. Each COAR grant award provides up to $150,000 in matching funds, although typical awards are less than $150,000 and are a percentage of the required local match.
