SUMMARY:

 

A total of $70,000 was allocated from the North Gateway Urban Renewal Area (NGURA) Funds for the replacement of a collapsed sewer lateral connecting a city-owned property at 2640 Portland Road NE (Property) to the main sewer line in Portland Road NE.

 

 

FACTS AND FINDINGS:

 

On February 12, 2018, the Agency Board authorized the Executive Director to execute a Purchase and Sale Agreement for acquisition of the Property for a future NGURA development project.

 

A lease agreement was entered into in November 2020 with Mid-Willamette Valley Community Action Agency (Lessee) allowing its Arches project use of the Property for an amount of time not to exceed 18 months for the purpose of an overnight shelter space.

 

At the end of January 2021, city staff were made aware of sewer back-up problems by the Lessee. After attempting to repair the issue multiple times, further investigation showed a sewer blockage on the lateral connecting to the Property. The blockage was determined to be caused by a collapsed sewer line, requiring immediate repair.

 

The final cost incurred to replace the collapsed sewer line and remediate any contaminated soil issues came to $45,992.55 of the $70,000 allocated for the repairs.

 

The adopted NGURA 2020-21 budget has $750,000 committed to infrastructure projects; the required funds for the sewer line replacement (classified as a Capital Improvement Project) utilized these funds. Following completion of the sewer line replacement, $704,007.45 of budget authority remains in the Infrastructure Grant Program.
