Authorize the City Manager to execute an Intergovernmental Agreement (IGA) with Marion County for communication and dispatch services for the 2021 St. Paul Rodeo.

SUMMARY:
The attached IGA is for services of the Willamette Valley Communications Center (WVCC) for the St. Paul Rodeo being held in St. Paul, Oregon, from June 30, 2021 through July 4, 2021. Marion County has requested WVCC to provide communication and dispatch services for the event. Marion County will pay for the communications personnel at a flat rate of $63.00 per hour, which reflects the average rate for City personnel staffing the event.
FACTS AND FINDINGS:
1. WVCC provides communication and dispatch services to the Marion County Sheriff’s Office as one of their 29 member agencies.
2. WVCC is committed to working with area partners to facilitate professionalism by providing communications and dispatch assistance when needed.
3. The use of WVCC staff will enhance the security at the venue site and assist Marion County with this event.
4. The attached IGA authorizes WVCC to assist Marion County with this event and outlines the role of providing communication and dispatch services for the 2021 St. Paul Rodeo.
This agreement allows for modification by mutual consent of the parties. The City Manager may execute amendments to the Agreement if the following requirements are met:
a. the amendments do not substantially expand the City’s obligation;
b. the amendments do not broaden the scope of the Agreement to other subject matters;
c. the amendments do not increase the City’s financial obligations; and
d. the amendments may extend the term or renew the Agreement so long as any other changes to the Agreement do not substantially expand the City’s obligation.
BACKGROUND:
St. Paul hosts this PRCA rodeo annually over the 4th of July holiday. In the past, an estimated 50,000 people attend the event. This is the first post-pandemic rodeo and will be a scaled back event.
