Adopt Resolution No. 2021-25 authorizing a transfer of appropriations within the City’s fiscal year 2021 budget for significant unanticipated changes.

SUMMARY:
Resolution No. 2021-25 transfers a total of $2,154,300 within the FY 2021 budget.
The final transfers for fiscal year 2021 will ensure the City maintains compliance with Oregon budget law and debt service requirements.

Fund 101, General Fund, Non-Departmental
From: Non-Departmental, Contingency, 101-60961000-61110, $1,600,000
To: Fire Department, Personal Services, 101- 37202500-51030, $1,600,000
During the past year, a global COVID-19 pandemic, the Beachie Creek Fire, and the February snow and ice storm have impacted Salem and increased the demand for Fire Department services. The increased need for services resulted in overtime expenditures above the budgeted amount. In order to ensure sufficient budget authority and remain in compliance with Oregon budget law, $1,600,000 would be added to the Fire Department’s budget for unanticipated overtime expenses.

The Mid-Willamette Valley Community Action Agency is receiving state Project Turnkey funding to purchase a hotel for use of non-congregate shelter for people experiencing homelessness. The $5 million project will include case management, health care (including mental health services), resource navigation and linkage to permanent housing solutions. MWVCAA is requesting $500,000 from the City. Funding from the City’s Fiscal Year 2021 Budget will allow MWVCAA to close on the property this month.

To: Non-Divisional, Debt, 310-58104000-60130, $54,300
This transfer will allow the City to remain in compliance with Oregon budget law and the debt service obligations.
BACKGROUND:
State law allows local governments to approve transfers of appropriations within the limits established by the adopted budget to address unanticipated changes.
