ISSUE:

 

Shall the City Council authorize the City Manager to execute the attached Intergovernmental Agreement (IGA) with the Salem Area Mass Transit District (SAMTD) for police services at the Downtown Transit Center during Fiscal Year 2021-2022?

SUMMARY:

 

SAMTD has contracted with the City of Salem, through its Police Department, to provide law enforcement services at the Downtown Transit Center since at least 2002. This partnership has been impactful in ensuring the safety of the public in and around the Downtown Transit Center.  The attached IGA will allow for the continued coordination of police service for the Downtown Transit Center during Fiscal Year 2021-22.

 

 

FACTS AND FINDINGS:

 

1.                     Under the current IGA that expires on June 30, 2021, the Police Department provides a minimum of forty-five hours of on-call services per week to SAMTD.

 

2.                     Under the new IGA, the Police Department will continue to provide a minimum of one sworn police officer assigned to respond to the Downtown Transit Center on an on-call basis for a period of not less than forty-five hours per week.  The hours of on-call service will be from 1200 hours to 2100 hours Monday through Friday.

 

3.                     The IGA requires that SAMTD pay the City the amount of $12,012.00 per month during the FY 2021-2022.   

 

BACKGROUND:

 

SAMTD is a public transit operator based in Salem and provides bus and paratransit service in Salem and the neighboring communities. The system operates using a “hub and spoke” system, with the hub being the Downtown Transit Center.

 

The Police Department’s Downtown Enforcement Team conducts community-based policing for Salem’s downtown core area where the Downtown Transit Center is located.  The Downtown Enforcement Team is staffed with one Sergeant and six Officers who deploy on foot, on bicycles and in police cars to public safety issues in and around the downtown core.  No additional staffing is necessary to fulfill the City’s obligations under the IGA.
