SUMMARY:

 

The appointment of the Chair of the Mid-Willamette Valley Cable Regulatory Commission (the Commission) shall be made by the City Council. There is no term limit with this appointment. 

 

 

FACTS AND FINDINGS:

 

The governing body of the Commission consists of two members of the Common Council of the City of Salem and one member of the Marion County Board of Commissioners. On February 8, 2021, as part of the Mayor’s 2021 City Committee Assignments, Councilors Phillips and Stapleton were assigned to the Commission.

Section 2.2.1 of the Commission Bylaws state that the Chair shall be appointed by and serve at the pleasure of the Common Council of the City of Salem. The Mayor recommends to the City Council that Councilor Phillips be appointed as chair of the Commission. 

 

BACKGROUND:

 

The Commission, through an Intergovernmental Agreement between the City of Salem and Marion County, was formed to operate a unified cable communications system.
