SUMMARY:
Creation of this $1 million project will allow design to be completed and construction to begin on a water pump station in Turner. The City of Turner is a wholesale water customer of the City of Salem. Resiliency and operational flexibility of Salem’s water treatment and transmission system will be improved by supplying Turner’s water system from Salem’s Franzen Reservoir rather than from a transmission main that flows through Turner. The new water pump station will provide the water pressure required for the change to the Franzen Reservoir.
FACTS AND FINDINGS:
The total estimated project cost for planning, design, and construction of the pump station is $1 million.
Upon Council approval, the project will be funded with utility rates in the FY 2020-21 Water Non-Assessed Construction Fund 255. There is sufficient budget and expenditure authority in the Water Non-Assessed fund for this project.
Salem recently received $20 million from the State of Oregon for improving its water system. Turner’s water system improvement was a key part of the discussions with the area’s state legislators.
Turner has been working on the pump station design over the past year. Upon completion of design and City Council approval of an Intergovernmental Agreement, Salem will take over delivery of the project.
BACKGROUND:
The City of Salem utilizes two large water transmission mains to deliver water from the Geren Island Water Treatment Facility to Salem’s water storage and distribution system. Both transmission mains pass through the City of Turner as shown in Attachment No. 1. Salem also owns and operates the 92-million-gallon Franzen Reservoir in Turner. During normal operation, one transmission main supplies water to Franzen Reservoir. The other main bypasses Franzen Reservoir supplying Turner’s water system and continuing into Salem.
