SUMMARY:

 

The subcommittee’s recommendations will be incorporated into the Our Salem project, a multi-year project to update the Salem Area Comprehensive Plan. Staff expects to bring the updated Comprehensive Plan and associated zoning map and zoning code changes through the adoption process by the end of the year.

 

The subcommittee is comprised of four members of the City Council and four members of the Planning Commission. The subcommittee is expected to meet three times this spring. Subcommittee meetings will be open to the public.

 

 

FACTS AND FINDINGS:

 

The Mayor has appointed Councilors Chris Hoy, Virginia Stapleton, Trevor Phillips, and Jose Gonzalez and Planning Commissioners Chane Griggs, Ian Levin, Joshlene Pollack, and Ashley Schweickart to the Our Salem Zoning Subcommittee. 

 

BACKGROUND:

 

The City Council voted on March 8 to form a City Council and Planning Commission Subcommittee for the Our Salem project. The purpose of the subcommittee is to discuss and make recommendations  within Our Salem where additional policy direction is needed. The areas identified by staff include increasing maximum heights, eliminating parking requirements, establishing and increasing minimum densities, requiring middle housing, establishing neighborhood hubs, and allowing multifamily housing in specific locations or zones. The subcommittee will also review and provide guidance regarding Our Salem’s interaction with the City’s Climate Action Plan currently underway.
