SUMMARY:
State law allows the City Council to approve transfers of appropriation within the limits established by the adopted budget to address unforeseen changes.
Resolution No. 2021-8 transfers a total of $200,000 within the FY 2021 budget.

The City parkades have experienced increased instances of biohazard cleanup, vandalism, and garbage accumulation over the past six months. There have been many complaints from contractors, City staff, and tenants. These funds would initially provide 24 / 7 security in all four parkades (Marion, Chemeketa, Pringle, Liberty) with the goal of mitigating the impacts of people sheltering in and around the parkade structures. The frequency of patrols and staffing levels would be adjusted based on the experience of the security service. The funds would allow the continuation of cleaning in the parkades since the current budget for cleaning has been expended.
The funding request is $100,000 for continuation of cleaning and $100,000 for temporary security services. These amounts are intended to fund both initiatives through the end of the current fiscal year (June 2021).
