Authorize the City Manager to execute an Intergovernmental Agreement between the City of Salem and Marion County for the collection of survey control point information for the ORMAP project.

SUMMARY:
Marion County has been awarded a financial grant from the Department of Revenue to collect survey control point information in the Salem/Keizer area to improve County maps and tax lot information for the ORMAP project. The County has requested support from the City to recover and take measurements on as many as 270 property corners and public right-of-way monuments in the City. The County will reimburse City costs for surveying and mapping the data. The data provided to the County will be used to update the existing County maps and tax lots. These revised maps will be made available for City and Public use.
FACTS AND FINDINGS:
1. The City will recover and take measurements on as many as 270 property corners and public right-of-way monuments in the Salem/Keizer area.
2. The County will reimburse the City for the surveying and mapping data at a rate of $240 per monument; the total reimbursement not to exceed $64,800.
3. The Intergovernmental agree is effective for the 2021 calendar year. It can be extended for an additional year by agreement of the parties.
BACKGROUND:
The 1999 Oregon Legislature provided funding for ORMAP through a document-recording fee collected by the counties. This money is put into the ORMAP fund, separate from the state General Fund, and is used for the development of the Oregon Map.
The ORMAP project continues to develop and maintain a statewide property tax parcel base map that is digital, publicly accessible, and continually maintained. The computer-based mapping system has helped to improve the administration of the property tax system. In addition, it allows public and private organizations to support a wide variety of GIS (geographic information system) applications.
