SUMMARY:
This Memorandum of Understanding (MOU) formalizes a joint commitment to developing an intergovernmental relationship between the City of Salem and Confederated Tribes of the Siletz Indians of Oregon.
FACTS AND FINDINGS:
The purpose of the MOU is to formalize our government-to-government relationship. The MOU expresses our mutual intent to maintaining an open dialogue and taking into account the needs of tribal members, working collaboratively on issues of mutual interest, such as traffic or transportation projects and new development projects which may disturb ground in potentially sensitive areas of historic or cultural significance, and development or parks, property acquisition or disposal, and economic development opportunities. Specifically, the MOU identifies communication protocols between elected representatives and staff, including a tribal liaison.
This activity is ongoing and required specific geographic areas of historic and cultural significance to the Confederated Tribes of the Siletz Indians of Oregon. There is no significant budget impact to the City in formalizing this relationship.
BACKGROUND:
The Siletz Tribe is a federally recognized Indian Tribe comprised of descendants of more than 30 tribes and brands whose ancestral homeland included all of the area from Northern California to southern Washington, from the summit of the Cascade Range to the Pacific Ocean. The Tribe is a successor to seven ratified treaties and several unratified treaties, including the Willamette Valley Treaty, in which the area comprising the present-day City of Salem was ceded.
