ISSUE:

 

Shall the SHA Commission adopt Resolution No. 2268 to authorize an application for, and acceptance of, a grant up to $200,000 from The Collins Foundation to provide funding for an outreach, access, and recovery case manager for the Homeless Rental Assistance Program?

Adopt Resolution No. 2268 to authorize an application for, and acceptance of, a grant up to $200,000 from The Collins Foundation to provide funding for outreach, access, and recovery case manager for the Homeless Rental Assistance Program (HRAP).

SUMMARY:

 

Grant funding will allow the Salem Housing Authority to provide Social Security, Outreach, Access, and Recovery (SOAR) case management services to enrolled HRAP clients in the program who need assistance in applying for Social Security or Disability Income.

 

 

FACTS AND FINDINGS:

 

The Housing Authority's HRAP serves homeless/unhoused individuals and households within the Salem/Keizer Urban Growth Boundary. These individuals/households are typically chronically homeless, and the majority are considered to possess tri-morbidity.

 

The opportunity to access Collins Foundation Funding will allow the HRAP team to add a SOAR case manager to assist client with obtaining SSI/SSDI benefits.
