SUMMARY:
The City Council’s Board and Commission Appointments Committee convened on October 8, 2020, to review applications. The Committee recommends to Council the following appointments listed in Facts and Findings.
FACTS AND FINDINGS:
Citizen Budget Committee
Appoint Dr. Irwin Brown as the Ward 5 representative to a partial term expiring on June 30, 2021.
Downtown Advisory Board
Appoint Jordan Truitt to a full term representing a business owner or property owner within the Riverfront Downtown Urban Renewal Area, expiring on December 31, 2022.
Salem Public Library Advisory Board
Appoint Sarah Bishop to a term #1 expiring on June 30, 2024.
Appoint Denise Duren to a partial term expiring on June 30, 2021.
BACKGROUND:
Citizen Budget Committee
The State of Oregon requires that all local governments establish a budget committee made up of citizen members and elected officials. The purpose of the budget committee is to promote transparency, efficiency and economy in the expenditure of public funds. Pursuant to Oregon Revised Statutes (ORS) 294.341, the budget committee shall consist of “the members of the governing body and a number, equal to the number of members of the governing body, of qualified electors of the municipal corporation appointed by the governing body.”
Downtown Advisory Board
This joint advisory board advises the Urban Renewal Agency Board on matters related to urban renewal and tax increment fund allocations, and will advise the City Council on matters related to the Downtown Parking District and the Parking Fund.
Salem Public Library Advisory Board
Salem Revised Code Chapter 18 authorizes the City Council to make appointments to the Salem Public Library Advisory Board.
