Shall the City Council ratify the City Manager’s execution of the Intergovernmental Agreement with the State of Oregon Military Department, Office of Emergency Management regarding the activation of the Emergency Management Assistance Compact for the October 2020 California wildfires?

Ratify the City Manager’s execution of the Intergovernmental Agreement with the State of Oregon Military Department, Office of Emergency Management regarding the activation of the Emergency Management Assistance Compact for the October 2020 California wildfires.

SUMMARY:

 

On October 1, 2020, in response to requests from the State of California, the Office of Emergency Management broadcast to state agencies and local governments in Oregon the immediate need for available fire resources. This request was made through the Emergency Management Assistance Compact (EMAC) for the current California wildfires.

 

Due to the overwhelming need for immediate assistance in fighting the California wildfires, the Salem Fire Department, at approximately 6:00 a.m. on October 2, 2020, approved the deployment of one command vehicle staffed with a Fire Captain to serve as a task force leader.

 

 

FACTS AND FINDINGS:

 

The State of Oregon requires that the attached Intergovernmental Agreement be executed prior to the next scheduled City Council meeting. The Intergovernmental Agreement includes the process for requesting and deployment of personnel and equipment under the EMAC. Once the Intergovernmental Agreement is ratified, the Fire Department will be able to submit to Oregon Emergency Management the reimbursement request for “portal to portal” expenses for costs related to EMAC # 1875-RR-10114.    

 

BACKGROUND:

 

The State of Oregon Military Department, Office of Emergency Management administers the EMAC, ORS 402.105, for the State of Oregon. EMAC is an interstate mutual aid agreement that authorizes member states to assist each other in emergencies or disasters. When any member state’s governor declares an emergency or disaster, including when an emergency or disaster is imminent, other member states may agree to provide assistance in response to requests from the impacted state(s). The assistance from other member states may be in the form of personnel and/or other resources.
