SUMMARY:
The impacts of the COVID-19 pandemic are severe for many Salem non-profits. In addition to an increased demand for service, many agencies are struggling to recruit and retain volunteers to assist in supporting their programs. The volunteer base has traditionally consisted of many senior citizens. Due to the pandemic, many seniors are choosing to stay home more in order to minimize the risk of contracting COVID-19. Mid-Willamette Valley Community Action Agency oversees the warming center network in Salem and has requested funds to assist in marketing and outreach efforts to recruit additional volunteers. Volunteers are an integral part of operating the warming shelters during the winter months.
FACTS AND FINDINGS:
There is sufficient budget authority within the Urban Development General Fund budget to fund the grant.
BACKGROUND:
The City has adopted several grant programs to support small businesses in the community, established downtown street closures to assist restaurants serve more customers, authorized grants to local Cultural and Heritage non-profits to aid with business expenses and funded a variety of programs to assist local non-profits provide needed services to our homeless population. This grant aligns with the City’s efforts to support local businesses and non-profits during the pandemic (Attachment 1).
