SUMMARY:
Upon approval, staff will execute the attached IGA between the Bend Police Department and the Salem Police Department for Salem Police Department Property and Evidence Supervisor Darci VandenHoek to conduct an audit of Bend’s evidence policies, practices, procedures, and evidence room.
FACTS AND FINDINGS:
The City of Bend (Bend) has recently had turnover in their Evidence Lead position. Bend would like to have their evidence room and their evidence policies, practices, procedures, and systems audited by an outside agency in conjunction with the onboarding of a new Evidence Lead. Bend has requested that Salem Police Department’s Property and Evidence Supervisor Darci VandenHoek perform the audit due to her expertise, skill and specialized knowledge. The audit is anticipated to take three days to complete. Bend will cover the costs for travel, per diem and hotel, while the Salem Police Department will cover Ms. VandenHoek’s wages and benefits.
The City Manager may execute amendments to the IGA if the following requirements are met: 1) The amendments do not substantially expand the City’s obligations; 2) The amendments do not broaden the scope of the agreement to other subjects; 3) The amendments do not increase the City’s financial obligations; and, 4) The amendments may extend the term or renew the IGA so long as any other changes to the IGA do not substantially expand the City’s obligations.
BACKGROUND:
The Salem Police Department has been requested to assist other agencies in the past with limited scopes of work, including evidence audits. Our Property and Evidence Supervisor, Darci VandenHoek, is the President of the Oregon Association of Evidence Technicians and is highly qualified to conduct this audit.
