ISSUE:

 

Shall the City Council adopt Resolution No. 2020-42, transferring $442,000 in the General Fund from contingency to materials and services to pay for a performance audit of the Salem Police Department and extend security services for Marion Square and Wallace Marine parks for the 2021 fiscal year?

SUMMARY:

 

State law allows the City Council to approve transfers of appropriations within the limits established by the adopted budget to address unforeseen changes.

 

Resolution No. 2020-42 transfers a total of $442,000 within the FY 2021 budget.   

 

 

FACTS AND FINDINGS:

 

 

Police Performance Audit

Fund 101, General Fund, Non Departmental

On June 22, 2020, City Council requested the types of policies, procedures and programs to be included in a performance audit of the Police Department. For the performance audit information requested by City Council, the recommended components are interactions with unsheltered individuals, interactions with individuals experiencing behavioral health crisis, community engagement, response to assemblies and crowds, department capacity, use of force, and officer accountability. On July 13, the Council was provided with the requested information and directed that the City Manager proceed. The City Manager issued a Request for Proposal (RFP) for a Police Performance Audit and the RFP review committee is finalizing their recommendation. This action provides the budget appropriation authority to award the contract for the audit.

 

Parks Security Services

During FY 2020 the City Council approved funding for security services at Marion Square Park. The services were expanded to include Wallace Marine Park and provide two personnel from 8:00am until 12:00am. The City Manager has directed that this service continue into FY 2021 and funding was not included in the FY 2021 budget. This action provides funding for this service through the end of FY 2021.
