SUMMARY:
A one-foot reserve strip described as Block P, at the terminus of Springwood Avenue SE, was created with the recording of the Ironwood Estates No. 7 subdivision plat, recorded in 1980.
The property south of Block P is currently being developed through a City planning action, SUB-ADJ19-03, and the reserve strip needs to be dedicated as public right-of-way to allow access to the property from Springwood Avenue SE.
FACTS AND FINDINGS:
Development is occurring on the property south of Ironwood Estates No. 7 plat. The dedication of Block P as public right-of-way will provide a necessary street connection for ingress/egress to Springwood Avenue SE.
BACKGROUND:
It was once a common City practice to reserve a one-foot strip of land as City property at the end of a street or along the side of a street when land was subdivided. These strips of land prevented adjacent property owners from accessing the new street until they went through proper planning approvals to develop their own property. Dedicating the one-foot reserve strip as public right-of-way at this time will allow the area to be used as a public street.
