ISSUE:

 

Shall City Council adopt Resolution No. 2020-38, declaring a public need to acquire easements and negotiate the terms of acquisition for the construction of storm drainage improvements between Madrona Avenue S and Camellia Drive S?

Adopt Resolution No. 2020-38 (Attachment 1), declaring a public need to acquire easements and negotiate the terms of acquisition for the construction of storm drainage improvements between Madrona Avenue S and Camellia Drive S.

SUMMARY:

 

The City is designing storm drainage improvements between Madrona Avenue S and Camellia Drive S to improve the collection of stormwater from Madrona Avenue S. The stormwater currently flows over private property to an existing public storm drain system located at 3600 Camellia Drive S. A new storm drain pipe will be installed between Madrona Avenue S and the existing system to minimize stormwater impacts in the area.  City staff discussed the project with property owners of 3596 and 3600 Camellia Drive S and both parties are supportive of the project.

 

Temporary construction easements and permanent pipeline easements are necessary for construction and long-term maintenance of the storm drainage improvements.

 

 

FACTS AND FINDINGS:

 

This project is being designed and constructed in the public interest and there is a public need to acquire private property in order to construct and maintain the required public improvements.  Attachment 2 (Exhibit A to Resolution 2020-38) identifies the property to be acquired, the owners of record, and type of acquisition required.  The City will negotiate with the property owners to acquire the required easements and will pay just compensation.
