Shall City Council authorize the City Manager to execute a ten (10) year intergovernmental agreement with the State of Oregon - Department of Administrative Services to provide vehicle rental, fuel and motor pool shop services to the City through June 30, 2030?

SUMMARY:

 

The State of Oregon - Department of Administrative Services provides vehicle rental, fuel and repair services for the State’s internal customers and provides these services to other agencies. The City will benefit from utilizing these services on an as needed basis. The ten (10) year Intergovernmental Agreement will allow the City to obtain these services through June 30, 2030. 

 

 

FACTS AND FINDINGS:

 

The City currently rents vehicles from the State of Oregon - Department of Administrative Services for short term departmental operations. The City uses the car wash and purchases fuel when the City’s fuel stations are inoperable.

As part of the City’s Fleet Services division Continuity of Operations Plan; the City would rent vehicles, purchase fuel, and use the State’s motor pool shop services for vehicle maintenance and repairs as needed. The agreement does not require the City to purchase any minimum level of service. The Intergovernmental Agreement provides conditions and billable rates for the State’s services. The annual cost is estimated to be less than $50,000. 

 

BACKGROUND:

 

The City had an Intergovernmental Agreement with the State for vehicle rental, fuel purchases, and Motor Pool Shop services that has recently expired.
