SUMMARY:
On April 27, 2020, the City Council ratified the execution on an intergovernmental agreement to create a new intergovernmental entity to support the Mid-Willamette Valley Homeless Alliance (Alliance), which is the Continuum of Care (CoC) for Marion and Polk counties. ORS 190.085 requires each of the parties to an intergovernmental entity to enact an ordinance ratifying the creation. Passage of this ordinance bill satisfies this statutory requirement.
In addition, the intergovernmental agreement requires the member governments to select a representative from their respective governing bodies for the Board of the ORS 190 Entity. Appointments to bodies such as the ORS 190 Entity Board shall be made by the Mayor unless a provision of the Salem Revised Code provides otherwise. Consistent with the approved intergovernmental agreement, the Mayor appoints Councilor Chris Hoy as the City’s representative on the ORS 190 Board.
FACTS AND FINDINGS:
The new entity “ORS 190 Entity” includes eight jurisdictions that participate in the Alliance, Salem, Marion and Polk counties, Keizer, the Salem-Keizer School District, the cities of Independence and Monmouth, and the Confederated Tribes of the Grand Ronde. The purpose of the new entity will be to support the Alliance, by providing administrative support and serving as the Collaborative Applicant for the Alliance. The parties anticipate continuing the partnership with the Mid-Willamette Valley Council of Governments for administrative support. A Collaborative Applicant serves as a legal entity for the CoC for administrative purposes, and performs review and record keeping functions for federal loan programs for area service providers.
